Ingredients
  

1 cup all-purpose flour (heat-treated)

½ cup brown sugar, packed

½ cup granulated sugar

½ cup unsalted butter, softened

1 teaspoon vanilla extract

1 can (14 oz) sweetened condensed milk

1 cup chocolate chips (semi-sweet or milk chocolate)

¼ cup mini chocolate chips (for topping)

1 cup graham cracker crumbs (for the crust)

2 tablespoons granulated sugar (for the crust)

½ cup unsweetened cocoa powder (optional, for chocolate crust)

Pinch of salt

Instructions
 

Prepare the Crust:

    - In a mixing bowl, combine the graham cracker crumbs, granulated sugar, and melted butter (and cocoa powder if making a chocolate crust). Mix until thoroughly combined and resembles wet sand.

      - Press the mixture evenly into the bottom of cupcake liners set in a muffin tin, forming a solid layer. Use the back of a spoon or your fingers to compact it well. Set aside.

        Make the Cookie Dough Filling:

          - In a large bowl, beat the softened butter with a mixer on medium speed until creamy.

            - Gradually add both sugars and cream until light and fluffy, about 2-3 minutes.

              - Mix in the vanilla extract. Gradually add the heat-treated flour and continue mixing until well combined.

                - Slowly add the sweetened condensed milk, mixing until you reach a smooth cookie dough consistency.

                  - Carefully fold in the chocolate chips.

                    Assemble the Cups:

                      - Spoon or scoop the cookie dough mixture over the prepared graham cracker crusts, filling each cup almost to the top.

                        - Sprinkle mini chocolate chips on top for an extra touch.

                          Chill and Set:
