2 cups all-purpose flour

1 tablespoon baking powder

1/2 teaspoon baking soda

1/2 teaspoon salt

1/4 teaspoon black pepper

1 stick (1/2 cup) unsalted butter, cold and cubed

1 cup shredded sharp cheddar cheese

1/4 cup grated Parmesan cheese

1 tablespoon fresh rosemary, finely chopped (or 1 teaspoon dried)

1 tablespoon fresh chives, finely chopped (or 1 teaspoon dried)

1 large egg

3/4 cup buttermilk (or regular milk with a splash of vinegar)

Preheat the Oven: Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.

    Mix Dry Ingredients: In a large mixing bowl, whisk together the flour, baking powder, baking soda, salt, and black pepper until well combined.

      Cut in the Butter: Add the cold cubed butter to the flour mixture. Using a pastry cutter or your fingertips, cut the butter into the flour until the mixture resembles coarse crumbs.

        Add Cheese and Herbs: Stir in the shredded cheddar cheese, grated Parmesan cheese, rosemary, and chives. Mix until evenly distributed.

          Combine Wet Ingredients: In a separate bowl, whisk together the egg and buttermilk. Pour this mixture into the flour mixture.

            Combine Dough: Gently stir until just combined. Be careful not to overmix; you want the dough to be slightly sticky but still manageable.

              Shape the Scones: Transfer the dough onto a lightly floured surface. Pat it into a rectangle about 1 inch thick. Fold the dough over onto itself a couple of times to create layers, then flatten it again to about 1 inch thick.
